National Institute of Standards and Technology
Founded in 1901, NIST is a non-regulatory federal agency within the U.S. Commerce Department's Technology Adminstration. NIST's mission is to develop and promote measurements, standards, and technology to enhance productivity, facilitate trade, and improve the quality of life. NIST carries out its mission in four cooperative programs.
  • the NIST Laboratories, conducting research that advances the nation's technology infrastructure and is needed by U.S. industry to continually improve products and services,
  • the Baldrige National Quality Program, whch promotes performance excellence among U.S. manufacturers, service companies, educational institutions, and health care providers; conducts outreach programs and manages the annual Malcolm Baldrige National Quality Award whch recognizes performance excellence and quality achievement;
  • the Manufacturing Extension Partnership, a nationwide network of local centers offering technical and business assistance to smaller manufacturers; and
  • the Advanced Technology Program, which accelerates the development of innovative technologes for broad natonal benefit by co-funding R&D partnerships wth the private sector.
NIST has an operating budget of about $864 million and operates in two locations: Gaithersburg, MD, (headquarters -- 234-hectare/578-acre campus) and Boulder, CO, (84-hectare/208-acre campus). NIST employs about 3,000 scientists, engineers, technicians, and support and administrative personnel. About 1600 guest researchers complement the staff. In additon, NIST partners wth 2,000 manufacturing specialists and staff at affiliated centers around the country.

Course Description
This week-long short course in spectrophotometry will introduce the students to the fundamental concepts of optical properties measurements through a set of lectures and closely-related laboratory exercises. The physical concepts underlying the measurement of transmittance, reflectance, and BRDF will be discussed. Important sources of uncertainty will be addressed, as well as the relative merits of different experimental techniques, including dispersive, Fourier-transform, and laser-based schemes. The students will have the opportunity to gain hands-on experience with spectophotometric instrumentation under the guidance of NIST staff scientists. The course will conclude with laboratory presentations by the students and an open discussion forum with NIST scientists.

Goals and Objectives
To familiarize the students with the fundamentals of science and technology related to the accurate measurement of optical properties of materials. Upon completion of the course, the student should have a good understanding of the theory and practice of spectrophotometry using dispersive and Fourier-transform techniques, as well as optical scatterometry. Particular emphasis is placed on the evaluation of uncertainties in transmittance, reflectance, and Bidirectional Scattering Reflectance Function (BRDF) measurements.

Who Should Attend
Engineers, scientists, technicians, managers, or others involved in the design or use of optical instrumentation, optical testing, or physical sciences in which optical properties of materials measurements are important.

Driving Directions
To reach NIST:
From northbound I-270: take Exit 10, Route 117 West, Clopper Road. At the first light, turn right off the exit. At the next traffic light on Clopper Road, turn left onto the NIST grounds. Further directions TBD.

From southbound I-270: Take Exit 11, Route 124 West, Montgomery Village Avenue/Quince Orchard Road. Bear right at the first light onto Quince Orchard Road. At the third light, turn left onto Route 117, Clopper Rd. At the first light, turn right onto the NIST grounds. Follow the directions above to the final room destination.

To reach the Spring Hill Suites Gaithersburg:
From Ronald Reagan Washington National Airport: Take the George Washington Parkway North to I-495 North. Follow I-495 North to I-270 North. Take Exit 9B West, Sam Eig Highway. Turn left onto Fields Road. At the second light, turn left onto Washingtonian Boulevard. The hotel is immediately on your right.

From Dulles International Airport: Take the Dulles Access road to I-495 North. Follow I-495 North to 1-270 North. Take Exit 9B West, Sam Eig Highway. Turn left onto Fields Road. At the second light, turn left onto Washingtonian Boulevard. The hotel is immediately on your right.

Traveling south on 1-270: Take Exit 9B West, Sam Eig Highway. Turn left onto Fields Road. At the second light, turn left onto Washingtonian Boulevard. The hotel is immediately on your right.

Coffee Breaks and Lunch
Refreshments will be provided during morning, mid­morning, and mid-affernoon breaks. Lunch will also be provided from Tuesday, April 28, through Friday, May 1, in the NIST cafeteria.

Transporation
Super Shuttle, 1-800-258-3826, and Federal Airport Shuttle, 1-866-721-2929, offer commercial van service from Baltimore Washington International, Dulles International, and Ronald Reagan Washington National airports to the Gaithersburg area. Call for reservations.

The Washington Metro system has subway service to Gaithersburg and can be boarded at Ronald Reagan Washington National Airport. Take the Yellow Line Train marked "Mount Vernon Square" to Gallery Place and transfer to the Red Line train marked "Shady Grove" to the Shady Grove station in Gaithersburg. Service is every 6 to 15 minutes, depending on the time of day. Travel time from Ronald Reagan Washington to Shady Grove is approximately 50 minutes. Taxis are available from the Shady Grove Metro station to area hotels.

Location
This 5-day course will be held at the National Institute of Standards and Technology in Gaithersburg, Maryland. Gaithersburg is located approxmately 25 miles north of Washington, D.C. The location of the meeting offers easy access from three arports: Baltimore-Washington International (BWI), Washington Dulles International (IAD), and Ronald Reagan Washington National (DCA).

Workshop registration does not include your hotel reservation. A block of rooms has been reserved at the Spring Hill Suites Gaithersburg, (301) 987-0900 or 1 888-287-9400. A specal rate of $169 single or double, plus 12% tax, has been arranged for attendees. After that date the rooms will be released for general sale at the prevailing rates of the hotel. Registration
The registration fee is $2,000 per person and includes coffee breaks, lunches, course materials, and a dinner. Pre-registration is required and attendance is limited to 12 attendees on a first-come, first-served basis. The enclosed registraton form and payment must be received by April 20, 2009. There will be no on-site registration. Cancellatons and/or substitutons must be requested, in writing, by April 20, 2009, and no refunds will be made after this date. Due to increased security, no on-site registrations will be accepted and all attendees must be pre-registered. Photo identification must be presented at the main gate to be admitted to the conference. Attendees must wear their conference badge at all times while on the campus.

Registration

The registration fees are $2,000 per person. Fees include course materials (including the reference books Fourier Transform Infrared Spectrometry by Peter R. Griffiths, James A. De Haseth, and James D. Winefordner; Optical Scattering: Measurement and Analysis by John C. Stover; and Applied Spectroscopy by Jerry Workman and Art Springsteen), coffee breaks, lunches, and a dinner. Pre-registration is required. Registration for the course is limited to 12 attendees on a first-come, first-served basis. Registrations will be accepted in the order they are received by NIST. Registration and payment must be received by Monday, April 20, 2009. There will be no on-site registration.
